The International Federation of Library Associations and Institutions has issued a call for papers for its 2009 conference (Milan, August 23-27, 2009). The theme for the Library Theory and Research Section is "Research into open access". Abstracts are due by December 31, 2008. Submissions can be made in the IFLA languages (Arabic, Chinese, English, French, German, Russian and Spanish) and Italian.
Open Access (OA) has become the subject of much discussion amongst researchers, academics, librarians, university administrators, funding agencies, government officials, and publishers. Although OA has become a topic of considerable interest, with a growing body of work exploring the impact of OA on scholarly research and communication for various disciplines, surprisingly very little rigorous research has been conducted into or about OA itself.
At its session in Milan, the IFLA Library Theory and Research Section (LTR) will focus on research that explores the reality of providing OA. The intention of the session is to provide a forum for library professionals to critically discuss key issues related to developing, managing and sustaining OA across the world. Papers may address issues such as challenges and barriers, the realities of financial and institutional support, policy and planning or principles involved in matters of OA development, management and sustainability. Papers discussing these issues from the perspective of different disciplines or contexts are welcome.

The 2009 Program Planning Committee (PPC) invites proposals and/or program ideas for pre-conference, vision, strategy, and tactics sessions. The Program Planners are specifically
interested in hearing from publishers, vendors, librarians, and others in the field of serials and electronic resources about issues relating to scholarly communication, licensing, and publishing. Proposals based on both descriptive and experimental research findings are especially welcome. The Program Planning Committee will review all submitted proposals for their content, timeliness, and reserves the right to combine, blend, or refocus proposals to maximize their relevance and to avoid duplication.
This Call for Proposals will close on September 5, 2008.

CALL FOR PROPOSALS: SPARC DIGITAL REPOSITORIES MEETING – INNOVATION FAIR
Registration now open for November event
(July 14, 2008) SPARC, in partnership with SPARC Europe and SPARC Japan (an initiative of the National Institute of Informatics), is hosting the SPARC Digital Repositories Meeting 2008, November 17 and 18, at the Renaissance Harborplace Hotel in Baltimore, Maryland.
Librarians, researchers, funders, administrators, government officials, publishers, and technologists from around the world will share their experiences and best practices in building and supporting institutional and disciplinary digital repositories. The focus will be on effective
engagement with scholars and scientists to expand the sharing of research outputs via open repositories.
The meeting program, being developed by a diverse and expert program committee, will delve into four key areas: The Policy Environment, New Horizons, Building Bridges: Campus Publishing Strategies, and Value-Added Services. These tracks will be supplemented with an
Innovation Fair and a Practicum on marketing and advocacy.
The organizers now invite proposals to the Innovation Fair. The
Innovation Fair is an event inspired by Open Repositories’ Minute
Madness that invites participants to present, in no more than two or
three minutes, innovative or creative approaches to:
* Use of repository content (such as new publishing models, data visualizations, data-mining, mash-ups, educational resources, etc.)
* Discovery of research outputs (such as area-of-interest profiling, peer-discovery channels, content recommendations, research news integration, discipline aggregations or information portals, etc.)
* Value-added services (such as author bibliographies, usage reporting, research promotion, multi-target deposit, distributed discovery channels, content of interest alerts, deposit rights
clearance, etc.)
* Repository promotion (such as creative marketing techniques, slogans, graphics, elevator speeches, etc.)
Fair projects will be featured on the Crowdvine network for the conference at http://sparc08.crowdvine.com, where presenters will be asked to post their slide or graphic on the network in a blog post. Meeting participants will be encouraged to constructively comment,
build, and expand upon them with new ideas through their own posts and graphics.

Authors of accepted papers who registered in the conference can have access to the reviews made to their submission so they can accordingly improve the final version of their papers. Non-registered authors may not have access to the reviews of their respective submissions.
Awards will be granted to the best paper of those presented at each session. From these session's best papers, the best 10%-20% of the papers presented at the conference will be selected for their publication in Volume 6 of JSCI Journal (www.iiisci.org/Journal/SCI) and sent free to over 220 research libraries. Libraries of journal author's organizations will receive complimentary subscriptions of at least one volume (6 issues).
Also, we would like to invite you to organize an invited session related to a topic of your research interest. If you are interested in organizing an invited session, please, fill out the respective form provided in the conference web page. We will send you a password, so you can include and modify papers in your invited session.

The ELPUB 2008 conference will keep the tradition of the previous
international conferences on electronic publishing, held in the
United Kingdom (in 1997 and 2001), Hungary (1998), Sweden (1999),
Russia (2000), the Czech Republic (2002), Portugal (2003), Brazil
(2004), Belgium (2005), Bulgaria (2006) and Austria (2007), which
is to bring together researchers, lecturers, librarians,
developers, business executives, entrepreneurs, managers, users
and all those interested in issues regarding electronic
publishing in a wide variety of contexts. These include the
human, cultural, economic, social, technological, legal,
commercial, and other relevant aspects that such an exciting
theme encompasses.
Three distinguishing features of this conference are: broad scope

issues; and a condensed procedure of submission, revision and

ELPUB 2008 offers a variety of activities, such as workshops,
tutorials, panel debates, poster presentation and demonstrations.

Conference Location: Toronto, Canada. Toronto is one of the most
vibrant cities in North-America. It has a large multicultural
population, is the largest city in Canada and the 5th-largest
city in North America. There are many world class galleries and

Conference Host: Knowledge Media Design Institute (KMDI),
University of Toronto. KMDI is a graduate research and teaching
institute at the University of Toronto, and an intellectual
incubator fostering cross-disciplinary initiatives across the
university. The work of the institute spans both the scientific
study of the ways in which media shapes and is shaped by human
activity, and the practical work of founding an interdisciplinary
nexus for design and evaluation of both media and media
technologies. KMDI has acknowledged leadership, substantial

ELPUB 2008 offers a variety of activities, such as workshops,
tutorials, panel debates, poster presentation and demonstrations.

Conference Location: Toronto, Canada. Toronto is one of the most
vibrant cities in North-America. It has a large multicultural

Conference Host: Knowledge Media Design Institute (KMDI),
University of Toronto. KMDI is a graduate research and teaching

National programs are being set up to support initiatives and actions to find ways of facilitating free online access to government funded research.

during which the presenter should be prepared to repeat the presentation several times. Each presentation should last about ten minutes including time for questions from the audience.
Abstracts of poster sessions may be published on the IATUL web site. Authors should submit a Proposal for Papers or Poster, including an abstract not exceeding an A4 page. Proposals will be

* Incorporating and supporting open access publications as part of current collections and related services;
* Using PKP software and related open source tools in libraries, e.g., "best practices" or case studies.
The conference stream for open source software developers and other technical experts working with PKP software will address the following:
* Understanding and working with PKP software and its "plug-in" architecture;
* Building a PKP developers' community including software contributions and collaborative projects;
* PKP software development priorities and plans.
